These are Chapter 380 and 381 agreements between Texas local governments and utility-scale solar developers, read out of the executed contracts rather than the state’s summary fields. Committed investment runs from $1 million to $450 million. Abatement rates run from 25% to 100%. Every figure below is quoted from the agreement with the page it sits on.
Both are utility-scale solar. Both were signed this decade. The Brazoria project commits $175 million more and received half the opening rate.
Neither contract states why.
The parent is named in the agreement itself: TotalEnergies SE, p. 12. Abatement schedule begins at 50%, p. 7.
The parent is named in the agreement itself: Enel Green Power North America Inc., p. 11. County ad valorem taxes abated at 100% in each of the ten years 2023 to 2032, p. 6.

Where a parent company is shown in bold, it is named inside the agreement itself with a page reference; the LLC beneath it is the contracting party on the filing. A dash means the contract states no figure — the field is left empty rather than filled with a guess.
Every value here is quoted from the executed contract and cited to a page. Nothing is inferred, averaged or reconciled. The agreements are public: each is filed with the Texas Comptroller under its agreement number and can be pulled and checked against the quotes above.
Three agreements were excluded. Two returned an abatement rate above 100%, which is an extraction error on my side rather than a contract term, and one carried an agreement number not in the registry’s format. They are left out rather than corrected by guesswork.
“Scheduled periods” is a count, not a term length. It is the number of rows in the agreement’s abatement schedule that were read cleanly. Where the contract prints explicit years, those are shown. Where it does not, no term is claimed.
No conclusion is offered. A solar facility does not need many permanent staff, and counties commonly justify these agreements on the tax base returning at the end of the term rather than on employment. This page reports what twenty-four contracts say. It does not say what they mean.
Email a Texas county and I’ll send back every agreement in it with a deadline in the next eighteen months — quoted, page-cited, and checked. If there’s nothing there, I’ll tell you that instead.
