“H-E-B shall create and employ at least fifty (50) new net Full-Time Equivalent Jobs within one (1) year of the City of Buda’s issuance of a certificate of occupancy for the New Store”Executed agreement, p. 5
The remedy

Future payments stop.

“If, at the end of any applicable year during the Term, H-E-B is not in compliance with the obligations to create and maintain Jobs, as provided in this Agreement, the County may withhold Incentive Payments that would otherwise be due to H-E-B for that year.”Executed agreement, p. 12

This clause stops money not yet paid. It does not require what has already been received to be returned.

Where a deadline above has passed, no public record exists of whether it was met — not in the Comptroller’s filings, nor in the local government’s own disclosures. That is not evidence of non-compliance. Texas requires nobody to record it.

A local abatement waives only that taxing unit’s share of the property tax bill. School districts, counties, cities and hospital districts each sign separately.
