What the contract requires.

“The Owner agrees to start the Exterior Fagade improvements of the project by no later than December 31, 2024, and complete Exterior Facade improvements no later than December 31, 2025.”Executed agreement, p. 7
“The total cost of total improvements must be equal to $1,000,000.00 on the property.”Executed agreement, p. 7
The repayment remedy

What happens if it is not met.

“Should the Project Cease Operations prior to Repayment Year One (End of calendar year 2025), then the Owner shall pay to City an amount equal to the total of 100% Sales Tax and Ad Valorem paid to Owner by City within the first three (3) years that Owner was receiving reimbursement payments.”Executed agreement, p. 7

Where a deadline above has passed, no public record exists of whether it was met — not in the Comptroller’s filings, nor in the local government’s own disclosures. That is not evidence of non-compliance. Texas requires nobody to record it.
